What Follows
Prior to turning the final page on the 2025-26 academic year, I wanted to share a few brief notes from the business lens of our district – topics beyond textbooks if you will. We have been mired in the negativity associated with statutory operating debt – Minnesota’s term for a negative ending balance – since the end of FY22 (June 30, 2022). Our budget for 2026-27 establishes a path to solvency with each topic that follows serving as a critical component.
Ending Balance
Our district had a healthy ending balance of ~$1.1 million for FY15. An extended trend of expenditures exceeding revenues resulted in a negative ending balance of ~$1.8 million for FY24. Two consecutive years of revenues exceeding expenditures will leave a negative ending balance of ~$1.5 million for FY26. Significant reductions this past spring project a negative ending balance under $1 million for FY27 and a positive balance by FY29.
Enrollment
Like the vast majority of rural schools across our nation, declining enrollment has been our district’s reality. Our enrollment in FY15 was 840. Our enrollment in FY26 was 604. With student headcount being the primary driver of school funding, a 28% drop in students over 11 years underscores the challenges with our ending balance over that time. The trend should not be as harsh in the foreseeable future as we transition to two sections at each grade level.
Future Funding
The sound bites out of St. Paul for state funding in subsequent school years have been bleak at best. Our local property tax support is already generous, meaning an increase to our operating levy is unrealistic. So, we will adapt to our enrollment, be frugal with our spending,and live within our means.
The Good News!
K-W is a very viable school district. There are many smaller districts scattered acrossMinnesota. We were able to address our budgetary constraints this past spring without negatively impacting the student experience. Our belt was tightened, but all academic, co-curricular, and extra-curricular programs remain. Our students have a name and a face, and we will continue to provide a place where they can attend, attach, and achieve!
